Cannabis, CBD and hemp ad policy on Meta and Google

Cannabis, CBD and hemp ads are restricted on Meta and restricted on Google. Ads may not promote or offer the sale of THC products or cannabis products containing related psychoactive components. The phrases most likely to cause trouble include "cures", "relieves anxiety", "pain relief".

Meta rules Restricted

THC prohibited. CBD restricted (LegitScript plus written authorization, US only, 18+). Hemp without CBD allowed in CA, MX, US.

  • Ads may not promote or offer the sale of THC products or cannabis products containing related psychoactive components.
  • Ads that promote or offer the sale of cannabidiol (CBD)... are only allowed with prior written authorization. Meta requires advertisers promoting CBD products to be actively certified with LegitScript.
  • CBD with 0.3% THC or less: target the US only and 18+ only.
  • No claims that the product can "treat, cure, prevent, mitigate or diagnose a disease or medical condition in humans or animals".
  • Paraphernalia (bongs, rolling papers, vaporizers) is banned.
  • Hemp seed and fiber (no CBD) need no permission in Canada, Mexico and the US.

Google rules Restricted

Recreational cannabis prohibited. Topical hemp CBD (0.3% THC or less) restricted to CA, CO and PR with LegitScript and Google certification. Canada licensed cannabis Search pilot.

  • Ads for topical, hemp-derived cannabidiol (CBD) products with THC content of 0.3% or less are allowed". Only California, Colorado and Puerto Rico may be targeted. Examples: creams, sprays, roll-ons, lotions, bath bombs, candles.
  • Retailers need LegitScript certification plus the Google CBD Ads Certification form.
  • Supplements, food additives and inhalants with CBD remain disallowed (Jan 2023 update). The YouTube Masthead is ineligible.
  • Marijuana, 'legal highs', bongs and pipes, cannabis coffee shops, and how-to drug content are banned.
  • Canada pilot: Search only, 2025-08-25 to 2026-12-31. Open to Health Canada licence holders and provincially authorised retailers.

Risky creative patterns

  • Any disease, condition or symptom framing (anxiety, pain, sleep, seizures). Testimonials count.
  • Targeting outside the US (Meta CBD) or outside CA, CO and PR (Google), or under 18 on Meta.
  • Ingestibles on Google.
  • Candy-like packaging or cartoon characters.
  • Advertorial or 'review' pages without ad disclosure.
  • US intoxicating hemp: from 2026-11-12 the federal hemp definition excludes final products with more than 0.4 mg total THC per container. Many delta-8 and full-spectrum products will fall outside 'hemp'.
