Gambling and sports betting ad policy on Meta and Google

Gambling and sports betting ads are restricted on Meta and restricted on Google. Ads that promote online gambling and gaming are only allowed once an ad account has obtained authorization. The phrases most likely to cause trouble include "risk-free bet", "free bet", "no risk".

  • Ads that promote online gambling and gaming are only allowed once an ad account has obtained authorization.
  • Authorization is requested in Meta Business Suite with "evidence that the gambling activities are appropriately licensed by a regulator or otherwise established as lawful in the territory".
  • ads may not target people under 18 years of age
  • Scope covers "betting, lotteries, raffles, casino games, fantasy sports, bingo, poker, skill game tournaments and sweepstakes", plus aggregator and affiliate landing pages.
  • Unsupported markets (even with authorization): Azerbaijan, Bangladesh, Cambodia, Egypt, Hong Kong, India, Indonesia, Korea, Kyrgyzstan, Malaysia, Mongolia, Myanmar, Pakistan, Philippines, Saudi Arabia, Singapore, Taiwan, Thailand, Vietnam.
  • No permission needed for: brick-and-mortar casinos (if the ad does not facilitate online gambling), state lotteries run by the advertiser, purchase-at-retail-price prize promos, and free-to-play non-gambling games.
  • Social casino: allowed in supported markets only if targeted 18+. The same 19-country list is excluded.

Restricted needs certification

  • only target approved countries, have a landing page that displays information about responsible gambling and never target minors.
  • You must hold a valid local license for every region you intend to target
  • The landing page must show an "age warning, addiction resources, terms and conditions" and a footer with the licensee name and licence number. An affiliate must link only to licensed operators and say so in the footer.
  • US: lotteries must be state-run. Sports betting, casinos and horse racing need a state licence. Advertisers must "not target users under 21" or users outside their licensed states, and must show a problem-gambling warning and help information. National targeting is allowed for sports betting on YouTube.
  • US DFS: no targeting under 18, an adults-only disclaimer, problem-gambling info, and "cannot imply affiliations with schools or universities".
  • UK (except NI): requires a Gambling Commission operating licence.
  • UAE: lotteries, internet gaming and sports wagering are allowed only for a "GCGRA licensed entity".
  • Social casino requires its own certification and a separate account from gambling. Allowed in Group 1 (35 countries incl. US, UK, Canada, Australia) or Group 2 (HK, India, Korea, Malaysia, Taiwan, Thailand, Vietnam). It needs an over-legal-gambling-age disclaimer and a 'no real money' statement, and must not use real-money brand marks. Sweepstakes casinos are "not social casino games". Violations mean suspension "without prior warning".
  • Offline gambling ads are banned in listed countries, incl. India, UAE, Saudi Arabia, Italy, Northern Ireland.
  • From Sept 2026 social casino applications must be filed inside the Google Ads account.
  • From 2026-03-23, MCCs with many revoked certificates lose the ability to apply. Sites on free hosts or third-party subdomains are ineligible.

Risky creative patterns

  • Anyone who is or looks under 25 shown gambling or playing a significant role (CAP 16.3.14). Exception: operator's own transactional site, shown only for the bet that features them. https://www.asa.org.uk/type/non_broadcast/code_section/16.html
  • Top-flight footballers, sportspeople popular with under-18s, reality-TV stars or video-game imagery (CAP 16.3.12, from 1 Oct 2022). This includes overseas stars (BetVictor, Busquets/Alba) and publisher-made content with a betting pre-roll (bet365/Xhaka).
  • Ontario: any active or retired athlete who has a deal with an operator, unless the ad is solely about responsible gambling. Also celebrities, influencers or cartoons likely to appeal to minors (AGCO 2.03, from 28 Feb 2024).

  • Presenting gambling as financial relief, a job alternative or an investment (CAP 16.3.4, AGCO 2.04).
  • Hiding material terms in small print, or a 'free' amount bigger than the required stake (NY: same font size).
  • Targeting outside licensed states or provinces (Google US/Canada), or under 21 in US (Google), under 18 on Meta.
  • Affiliate or aggregator pages that link to unlicensed operators (Google). Meta treats the destination page as in scope.
  • Social casino ads that use real-money casino brand marks or imply cash prizes (Google).

US

Legal state by state since PASPA fell in 2018. Google requires a state licence, 21+ targeting and problem-gambling info. NY and MA ban 'free/risk-free' framing, campus ads and college endorsements, and depictions of under-21s (NY gaming-facility rule).

India

Online money games and their ads are banned under the 2025 Act. India is an unsupported market on Meta, not on Google's online-gambling allowed list, and on Google's offline-gambling ban list. Google social casino Group 2 includes India.
